The Visalia Navigation Center is a Low Barrier Navigation Center (LBNC) project which includes the construction of an approximately 15,000-20,000 SF facility including spaces to accommodate: a 100-bed emergency housing shelter with supporting elements, various office spaces for supportive services, on-site staff and co-location of the Kings/Tulare Homeless Alliance, and exterior amenities for day-use. The 100-bed emergency shelter space may be separated as follows: two group dormitory-type spaces, one for men and another for women, to be furnished with cots and/or bunk beds, and five to 10 private rooms to accommodate families and/or seniors experiencing homelessness. The facility will also include a large central area for meetings and group gatherings, dining room, commercial kitchen, restrooms and shared shower facilities, a separate restroom and shower/bathroom to be used by family and/or senior clients, client and facility laundry areas, space for on-site staff workstations or offices, office space for co-located partners, and conference rooms. Exterior amenities will include a playground area, day-use area with green space, and animal kennel space. Work will be bound by all relevant regulations to satisfy lenders involved in funding construction of the project.

This posting is being done on behalf of Community Services Employment Training (CSET) who will be the owner of Visalia Navigation Center. Please download Bid Package for all instructions. All questions regarding the bid documents are to be directed to Owner’s Representative. All questions regarding the construction drawings are to be directed to Architect. Requests for Information (RFI) questions should come exclusively and directly from the General Contractor only, via email. Requests submitted directly from sub-contractors to the Architect will not be accepted nor any reply given. Please submit all your questions at least one week prior to the bid due date. Note: All temporary utilities and facilities are the responsibility of the General Contractor
